Solutions to complete land use rights auction in Bao Yen district, Lao Cai province
Abstract
The study aims to point out the advantages, limitations, and causes in the process of conducting the auction and propose solutions to complete the auction in Bao Yen district. The study investigated 59 auction winners and 19 people directly involved in the auction. The data were analyzed and processed using SPSS 20.0 software. In the period 2016-2020, there were 08 residential land auction projects with 163 land plots on an area of 21,383.97 m2. The study evaluated 02 representative projects. The average starting price and winning prices were 3.78 million VND/m2 and 4.58 million VND/m2 respectively. According to over 68% of people, the procedure for participating in the auction was simple. The satisfaction index of auction winners was from 3.66 to 4.66. Over 78% of staff thought that work pressure was high. Over 36% of officials thought that the level of support was not appropriate. Fees and charges were still high for the majority of auction participants. Access to auction information was still difficult, and some people's compliance with the auction law was not good. Solutions include: ensuring human resources to conduct land auctions; perfecting the level of financial revenue and administrative procedures; diversifying forms of publicizing information on auction projects; strengthening the dissemination of the law on auction.
