Assessment of registration for mortgage by land-use rights and land-attached assets in Yen Khanh district, Ninh Binh province
Abstract
The article analyzes the advantages, limitations, and their causes when residents register mortgages with residential land use rights in Yen Khanh district. The study investigated 98 households that applied for a mortgage and 57 people who settled for mortgage registration. During the 2017-2021 period, 5.610 mortgage registration dossiers were processed. The proportion of documents for a mortgage was with residential land and both residential land and land-attached assets were 87,95% and 12,05% respectively. The facilities and equipment at the reception areas met the requirements. Human resources perform the proper functions, but there is a lack of their quantity and quality, high pressure of work, low level and of financial support. The loan disbursement deadline is slow. Loan interest rates and collateral appraisal fees are still high with rating indexes of 3,79 and 3,64 respectively. Mortgage processing times are average; Data linkage is not qualified. The mortgagee's understanding and compliance with the law are at average levels (rating index 3,13 and 3,21). To complete the mortgage registration process, it would be necessary to ensure sufficient human resources; to complete mortgage loan regulations, and increase the popularity of mortgage registration laws.
