Vietnam: 20 years of administrative reform

Abstract

Administrative reform in Viet Nam has been carrying out under theresolutions of the 8th conference (7th Congress), the 3rd and 7th conference (8thCongress), the 5th conference of the Central Committee (10th Congress), and the overallprograms of the State administrative reform for the periods 2001-2010 and 2011-2020.The reform aims and missions at building a democratic, spotless and strong, professional and modern administrative system on the principle of legally constituted state under the leadership of the Party; setting up the officials and civil servants of good qualification and capability to meet the requirements of the national construction and development; reforming to perfect the institution; reforming administrative procedures; reforming to perfect the state administrative apparatus; building and improving the quality of state officials and civil servants; reforming public finance, modernizing administration.
