ANALYSIS OF FACTORS AFFECTING THE MANAGEMENT OF COMMUNITY PARTICIPATION IN RURAL INFRASTRUCTURE DEVELOPMENT IN VINH LOI DISTRICT, BAC LIEU PROVINCE

Abstract

In the years 2017-2019, Vinh Loi District People's Committee mobilized to renew 151.05 km and upgrade 115.1 km of rural roads and hundreds of bridges. Community contribution accounted for nearly 5.74% of total cost of 973.85 billion VND. In principle, projects with capital contribution from the community must have the community participation in management and supervision of project planning, implementation, and community benefit. However, the management mechanism and the participatory management model still show many shortcomings, the management capacity has not met the requirements, leading to many mistakes, causing suspicions, complaints, disunity. Based on the assessment of the current situation and analysis of 04 groups of influencing factors, including: Management qualifications; Management
mechanism and model; Method and organization of community participation management; Subjects and characteristics of the community participating and based on the survey results of 120 representatives in the study area, the article proposes 04 groups of solutions to enhance
community participation management in rural transport infrastructure development in Vinh Loi district, Bac Lieu province and Viet Nam.
