Building a set of criteria for inspecting and evaluating specific land valuation in the locality

Abstract

The Land Law 2024 takes legal effect from August 1, 2024, which has many changes in the field of land management, especially in the issue of land prices and land valuation. Land Law 2024 removes regulations on land price framework, it has changes in the construction of land price tables and land valuation for specific cases. Currently, specific land valuation is receiving attention because land valuation for each specific case significantly impacts the process of land allocation, land lease, and land use rights auction. The research was conducted to develop a set of criteria for examining and evaluating specific land valuation work at the local level based on applying the multivariate linear regression model and the AHP method. For the multivariate linear regression analysis, the research investigated 180 officials in Quang Ninh, Hai Phong, and Hai Duong provinces. The analysis results show that the Land Valuation Method criteria group has the most influence on the inspection and assessment of specific land valuation with a contribution of 34.8 %, the Price Determination Consulting Organization criteria group has a rate of 24.9 %, the Specific Land Valuation Assessment criteria group accounts for 24.5 %, the Principle Compliance Assessment criteria group accounts for 10.5 %, and the Physical Infrastructure criteria group has the lowest rate of 5.4 %. From the analysis of multivariate linear regression and the AHP method, a set of criteria for checking and evaluating specific land valuation at the local level was obtained with detailed scores for the following groups of criteria when evaluating. The set of criteria for checking and evaluating specific land valuation work will help specific land valuation work in localities become more accurate and more suitable to the market.
