Assessment of the results of the implementation of some land use rights of households and individuals at Van Lam district, Hung Yen province

Abstract

The study aims to evaluate the results of implementing the right to transfer land use rights and mortgage with land use rights in the period 2019 - 2023, and on that basis propose a number of solutions to improve the effectiveness of implementing land use rights of households and individuals in Van Lam district, Hung Yen province. During the period 2019 - 2023, there were 3,705 records of transfer of land use rights, and 2,999 records of mortgage with land use rights of households and individuals in Van Lam district. Survey data of households and individuals performing transactions shows that the main purpose of land users when transferring or mortgaging land use rights is to create capital to develop trade, business and agriculture production. Evaluation criteria of households and individuals on publicizing the order, procedures, time to resolve and return results, attitude of officials, etc is evaluated relatively high. To improve the effectiveness of exercising the rights of households and individuals in Van Lam district, the study has proposed a number of solutions for propagating and disseminating laws, solutions for organizing and managing implementation activities. land use rights, policy solutions and administrative procedure solutions.
