32. Assessing the impact of compensation, support, and resettlement on the lives and livelihoods of people when the state recovers land in Tien Lang commune, Hai Phong city
Abstract
The work of compensation, support, and resettlement when the State recovers land in Tien Lang commune for the project of constructing a road from Provincial Road 354, Tien Lang district to National Highway 10, Vinh Bao district (now Tien Lang commune, Hai Phong city) has been carried out in accordance with legal regulations. The project has a total land recovery area of 198.100 m2. The total number of affected subjects by the project is 533 subjects, including 530 households, individuals, and 3 organizations whose land was recovered. The total value of compensation, support, and resettlement is 339.550.953.348 VND. Besides the achieved advantages, compensation, support, and resettlement still face many difficulties, and have a significant impact on the lives and livelihoods of people whose land has been recovered. During the research process, a survey was conducted with criteria to assess the impact of compensation, support, and resettlement on the lives and livelihoods of households and individuals whose land was recovered regarding: Compensation and support prices; Methods of using compensation and support money; Income of households after land recovery; Social order and security situation; Access to infrastructure and social welfare; Recommendations on vocational training support, job creation, and life stabilization. From there, some specific solutions are proposed to effectively implement compensation, support, and resettlement, and limit the impacts on the lives of people whose land has been recovered in Tien Lang commune, Hai Phong city.
