14. Resettlement and stabilization for residents in disaster-prone ethnic minority and mountainous regions in Quang Nam province - current status and solutions
Abstract
This study aims to assess the current status and propose solutions to enhance the effectiveness of resettlement and stabilization for residents in disaster-prone areas inhabited by ethnic minority and mountainous communities of Quang Nam province. The study employed secondary data collection methods, directly interviewing 90 officials working on residential resettlement at all levels; 200 households have been resettled or are in the process of being relocated. The results show that between 2021 and 2024, the province implemented 57 residential stabilization sites, primarily for disaster prevention, accommodating 2,248 out of 2,618 households, with the average provincial disbursement rate reaching 90.4 %. Essentially, residential resettlement projects have garnered strong community support, contributing to the provision of safe housing, stabilization of livelihoods, and socio-economic development. However, in the implementation process, there are still shortcomings and limitations that affect the progress of implementing the general plan for the whole period. Based on the existing limitations, the study proposed a set of solutions aimed at improving the effectiveness of resettlement work to prevent natural disasters in ethnic minority and mountainous areas in the province in the coming period.
