Current status of auction of land use rights in Ha Dong district, Hanoi city
Abstract
Auction of land use rights play a part in mobilizing land resources for the national development. This activity aims to form stability and transparency in land allocation and land lease; serving as a basis for the State and society to determine the real value of land. This activity also assist the State in mobilizing maximum revenue sources for the national budget, increasing capital for infrastructure investment as well as socio-economic development. However, the auction of land use rights still faces many difficulties in the process and procedures of implementation and there are some shortcomings in determining the minimum price of the land plots. The situation of land speculation in the auction still happens. The management of land use after the auction still has limitation, which leads to the delay in land use of the auction winner, construction of infrastructure and public areas as indicated in the approved plan. Thus, this paper presents the current situation and the efficiency of openness and clearness in the auction of land use rights in Ha Dong district, Hanoi city. Solutions for improving land use right auction were also proposed.
