Abstract
The process of producing high-resolution and ultra-high-resolution optical remote sensing images for users is specified in the Circular 10/2015/TT-BTNMT of Ministry of Natural Resources and Environment dated March 25, 2015. However, the Circular has not specified criteria for spectral processing and image quality enhancement. Therefore, based on evaluating image pre-processing methods applied in developed countries, this study proposed a set of indicators for evaluating the quality of high-resolution and ultra-high resolution optical remote sensing images. The US National Imagery Interpretability Rating Scale (NIIRS) system was studied and converted in accordance with Vietnamese regulations regarding image processing.
