10. Defining the level of willingness to pay and improvement solutions for water supply service under climate change condition in Nam Dinh province

Abstract

This study used traditional and modern methods, such as the repeated random assessment method for investigation, and the regression analysis method for analysis. According to the report of Nam Dinh Provincial People's Committee, the rate of rural people using hygienic water was estimated at 99,85% in 2019; in which, the rate of using clean water was estimated at 75,6%. The investment for improving water supply services to local people is facing many difficulties due to the limitation of the State budget. In order to "socialize" clean water services, this study estimated people's willingness to pay for using and improving clean water services in Nam Dinh province. 79,7% of households using tap water are willing to pay more for clean water service with an average payout of 13.163 VND/m3; 80,4% of households those have not yet accessed to tap water want to be supplied clean drinking water service and are willing to pay with an average price of 12.414 VND/m3. Recently, the valuation of water resources used for domestic purposes in Nam Dinh province are 68.048.070.948 VND/month for households using water supplied from the factory and 20.292.507.510 VND/month for households without using water supplied from the factory. The study also forecasted that the total water demand for people use in Nam Dinh province by 2050 would be 196.636,17 m3/day. The research results provide valuable information for the development of effective domestic water management strategy of the province, especially in the climate change context.
