14. Status review on the operation of land registration authority in Hoanh Bo district, Quang Ninh province from 2017 to 2020 and propose implementation solutions

Abstract

Hoanh Bo is a mountainous district located in the north of Quang Ninh province. It is about more than 10 km from Ha Long city center. The total natural area of the district was 84,353.34 ha in 2019, accounting for nearly 14% of the total natural area of Quang Ninh province. The district is convenient for economic - cultural - social development and exchange. Currently, Hoanh Bo is a ward of Ha Long city, Quang Ninh province, Vietnam. The ward was established in early 2020 on the basis of the entire area and population of Hoanh Bo district. In recent years, rapid urbanization and industrialization make great pressures on the land fund of Hoanh Bo ward, leading to difficulties for the operation of Land Registration Authority (LRA) there. Although the operation of an LRA complies with recent regulations, each LRA encounters particular difficulties due to its specific regional characteristics. Therefore, studying on LRA’s activities is necessary to support and enhance activities of LRA at Hoanh Bo ward. This paper presents activities of LRA at Hoanh Bo district from 2017 to 2020. In addition, the evaluation results of officers and citizens about the operation of LRA were presented, thereby proposed solutions to improve the operation of LRA at Ha Long city for years to come.
