09. Evaluating the results of the implementation of the land use planning up to 2020 and the last land use plan (2016 - 2020) of Ninh Binh province

Abstract

The study aims to evaluate the results of the implementation of the land use planning up to 2020 and the last land use plan (2016 - 2020) of Ninh Binh province, on that basis, propose some solutions to improve the efficiency of land use planning in the province. The study showed that until 31/12/2020, the province's total natural area was 141.178,14 hectares, an increase of 2.499,34 hectares compared to the results of the approved planning adjustment due to the completion of re-measurement of alluvial flats. in Kim Son district and settle disputes in Gia Vien district, Nho Quan district with Hoa Binh province. By 2020, the proportion of land that has been exploited and put into use in Ninh Binh province will account for a high proportion, reaching 96.68 % of the total natural area of ​​the province. The results of the implementation of the master plan and plan on land use in the 2016 - 2020 period have not reached a high rate compared with the approved master plan and plan, specifically: The target of agricultural land use reached 114,08 %; Non-agricultural land has a low rate of 75,59 %; unused land reached 184,94 %. The rate of projects carried out in this period is very low compared to the approved plannings and plans. This result shows that in the coming period, Ninh Binh province needs solutions to improve the efficiency of the province's land use planning and planning. Based on the assessment of the current situation, the study proposed some solutions as follows: Improve the quality of land use planning options; Solutions on land policy; Investment capital mobilization solutions.
