07. Assessment of the implementation of the rights of land users in Cao Loc district, Lang Son province
Abstract
Research on the implementation of the rights of land users in Cao Loc district, Lang Son province in order to assess the current situation and propose solutions to improve the efficiency of the implementation of the rights of residential land users. Using a random sampling method, 240 land users were selected for the survey. The scope of research in the area is only for households and individuals. Using Likert's 5 - level scale to assess the exercise of rights of land users. Research results show that in the period of 2019 - 2022, there are 7,653 transactions of land use rights (LURCs) in the district. In which, the transfer of land users' rights has the highest number of transactions with 3,200 transactions. The transactions are mainly done for residential land. Over 80 % of transactions have completed all administrative procedures. Procedures for exercising the rights of land users are assessed as easy to understand and implement, fast processing time, information search and the ability to implement regulations easily. However, transaction fees are still high. In order to improve the efficiency of the implementation of the rights of land users, it is necessary to implement synchronously the following solutions as strengthening education and law dissemination, simplify procedures for implementing land use rights, increase investment in facilities, finalize the fee collection policy to exercise the rights of land users and build an overall land database.
