15. The implementation situation of policies and legal response to climate change in Yen Bai province

Abstract

Climate change has been evident in recent decades in Yen Bai province. In the period 2011 - 2016, the average temperature increased quite rapidly, about 0.28 ^oC per year. Rainfall tends to decrease from 1 mm to 7 mm per year. Extreme weather phenomena appear such as cold air increasing in intensity, hot sun, hail, unseasonal rain,... Due to the negative impacts of climate change, Yen Bai province has actively developed an action plan. However, in the process of implementing climate change response activities from 2012 up to now, the province has faced many difficulties due to the low population coming to climate change response activities, specifically: Organization and state management apparatus on climate change response activities. Climate change is still thin and difficult regarding capital and integrating climate change factors into provincial planning is still very confusing in local practice.
