08. Current situation and proposed solutions to improve efficiency of land allocation, land lease, and change of land use purpose
Abstract
This study aims to evaluate the current situation of land allocation, land lease, and change of land use purpose according to the 2013 Land Law. Research results show that 81.04 % of the country's natural land area has been allocated, or leased for use (equivalent to 26,842,798 hectares). The allocation of land, land lease and change of land use purpose have strongly driven land use structure transformation, serving the goal of industrialization and modernization of the country; Improving the socialist-oriented market mechanism for sustainable development. However, there are still some difficulties and barriers that prevent land resources from being fully and sustainably exploited and promoted. To improve the efficiency of land allocation, land lease, and change of land use purpose mentioned above, it is necessary to implement a comprehensive set of solutions on improving policy mechanisms, economic and financial solutions, and the organization of land allocation, leasing, and change of land use purposes processes which are specific to these activities and in land management in general.
