12. GIS application for the assessment of land use planning implementation to 2020 in Ha Long, Quang Ninh

Abstract

It is of particular relevance to use land resources wisely and efficiently to achieve immediate and long-term advantages in order to satisfy the objectives of sustainable development. When the land use planning plan is authorized and implemented, the monitoring and supervision situation remains poor, resulting in an inaccurate or delayed adjustment of land use changes during the process. Ha Long, Quang Ninh province, is a rapidly expanding city that has seen many changes in appearance, particularly changes in land use, in recent years as a result of the urban expansion. Therefore, analysis and monitoring of land use, as well as the implementation of land use planning, are required in this area. Geographic information systems (GIS) have been widely used in land management due to their capabilities in spatial data analysis and processing. This article compares spatial data on land use with planning data created using GIS technology, and the findings will assess the implementation of land use according to Ha Long City's land use planning up to 2020. According to the findings, land use implementation will achieve 80.15 % of the city's land use plan by 2020.
