Small-scale infrastructure for disaster prevention and recommendations for investment management

Abstract

     Vietnam is a country severely affected by natural disasters and climate change. Therefore infrastructure for disaster prevention (IfDP) plays an important role in damage reduction and is proactive in responding to natural disasters. But the concept and regulations of IPND have not yet been clearly defined legally, making it difficult in practice of disaster management. This paper clarifies the concept of IfDP; classification of work types and then suggests the regulations for implementation of small scale IfDP. The assignment of rights to the grassroots level (also CPC) to implement the investment and strengthen community participation will contribute to minimize losses and increase the sustainability of IfDP.
