Analysis of risk factors in the selection of tunnel construction in the bidding phase

Abstract

      The purpose of construction bidding is to select the suitable bidder (contractor) for implementing the construction bidding package, who suits the project owner's requirements on bidding package cost, quality and fulfillment duration, in order to well realize the goal of the construction investment project.

    In order to win the construction and building bid, the bidder must formulate bidding plans to select the less risky one, based on the technical and economics specifications of the invitation to tender documents. While the risk is already difficult to anticipate for the open structures, the determination of risk is even more complicated for tunnel structures. Beside the selection of technically feasible plan, which is suitable with the bidder's ability, it must also give the reasonable, acceptable minimum construction cost, including the spare cost for risks.
