“Study on management model of water supply in rural areas”
Abstract
On the basis of situation analysis of management and exploitation models for rural water services in Vietnam, the study has shown that limitations of such models are due to: inappropriate regimes and policies for water supply management; activities of water supply enterprises are of subsidy in investment and management, not of financial autonomy. On the other hand, lack of management coordination among stakeholders as well as participatory management of beneficiaries are also the major obstacles to the management.
To promote the strengths and overcome limitations of those models, the study is proposing a model of management and exploitation of water supply services in rural areas. This model combines the management of the State, private sectors and communities.
