Designing optimization model to decision making on natural disater mitigation investment in Vietnam
Abstract
Vietnam is a country located in the region suffered damage caused by natural disasters: damage to people, property, infrastructure, economy, society, and environmental devastation. Therefore the issue of disaster risk management is becoming more important and urgent. Method of Cost-Benefit Analysis (CBA) and Disaster Risk Analysis (DRA) have been used in disaster risk management.
Investment costs to reduce disaster risk are extremely important and necessary, contribute to reduce disaster risk damage, the problem here is how to choose investment options in order to achieve the highest efficiency in the restrictive conditions of budget as well as the resources of social investment. In this paper, a approach will be introduced on a theorical model combining the method of CBA and framework DRA to build effective investment decisions in order to reduce risk
and to reach optimization risk. .
