Water Resources Management in an integrated and unified manner onciding with the river basin boundary

Abstract

    Vietnam National Water Resources Strategy up to the year 2020 has concretized the concept and principles of the water resources management: "Water resources management shall be undertaken in an integrated and unified manner conciding with the river basin boundary". The paper analysed principles, tasks and criteria for development of an integrated and unified water resources management model conciding with a river basin boundary. Based on those criteria identified, in comparision with current mandates of Ministry of Agriculture and Rural Development (MARD), the authors concluded that it is completedly a proper decision to give the duty of integrated water resources management based on river basin boundary to the MARD with regards to all aspects of traditional and current institutional arrangements, legal and moral standards, theoretical and practical justifications, international and national experience, central to local conformity.
