The communication to promote people’s participation in wastewater management: a case study in Hai Duong city

Abstract

   The drainage network in Hai Duong city has a total length of 35 km with a rate of 0.23 km pipe/km. But the working productivity is low, only 40-60% due to weak infrastructure (sewer manhole and pipe are sedimented and the sewer rate is still low). The wastewater drainage has many difficulties in management and operation, although the State has invested much into drainge system/ infrastructure. The management of wastewater drainge is still considered by people as the state responsibility and the people still don't have the active participation. A not small section of people lacks awareness and discharge the garbage into sewers, drainage ditches that cause difficulties in the drainage. Therefore in this paper we analyze in depth the effectiveness of communication tools to change the knowledge - attitude - practice of people in wastewater drainage and to reduce a critical part of difficulties in this work.
