Analysis of some different points between ADB policy and policy of the vietnam government in resettlement plan report for development projects financed by ODA in Viet Nam

Abstract

    Ground Clearance for development projects is a difficult problem of investors, especially ODA loan projects. This is a important channel resource to finance for developing economic - society in Vietnam currently. Policy framework for Compensation, supports and resettlement of people affected by these loan projects, which need be implemented according to policy framework of the donor, that is a guarantee for disbursement of ODA capital for the project, usually the policy for the ODA finance project , there are some different points to the policy of the Government of Vietnam. Therefore the Government of Vietnam has issued regulations: Management and Utilization of Official Development Assistance -ODA (issued together with Decree No. 131/2006/ND-CP November 9, 2006 by the Government) to solve these different problems. Understanding the similarities and differences in the policy framework of donors and policy of the Government of Vietnam to perform an essential job for management, investment and project implementation. Know and implement policy framework for the project, that will apply better and easier for clearing ground site of ODA projects, especially projects with domestic capital to apply for site clearance. This article analyzes some differences in ADB's policy and Vietnam's policy, so that the reader will be without difficult , easy distinguishable and the application, design for the policy framework on compensation, support and resettlement for households affected by the ODA finance project to help site ground clearance as scheduled in projects construction.
