Solutions to enhance state management of the quality of infrastructure at new urban area project in Ninh thuan province

Abstract

   In recent years, together with the rapid urbanization, a variety of investment methods has been developed in construction. In new urban areas, many construction projects call for the collaboration of private companies. After the infrastructures of the new urban areas funded by non-state budget are completed, the local governors will take over the management of these facilities. In exchange, the investors will be given the rights to use commercial land in the area. Although the quality management procedures comply with the government policies and guidelines, the state usually shows little involvement in the proccess. In fact, the investors are granted too much power, including the right to decide on the contractors of the project. As a consequence, many problems related to the quality of the facilities will arise when these projects are put into operation.
