Labor productivity of irrigation management company and suggestion for calculating the staff number

Abstract

    Labor productivity is one of the important indicators for assessing the  management level and results of production and business activities of any enterprise. Due to the specific characteristics each sector has own typical labor productivity. In the national economy, the sector of agriculture, forestry and fishery has lowest labor productivity. The labor productivity of irrigation management companies (IMCs) is only medium and below the national average one, but belongs to the high level in the agricultural sector. In the past ten years, due to the policy mechanism on the irrigation service fee waiver (subsidizing the irrigation fees) so that the labor productivity of IMCs is staying low, but it has a big potential for increasing labor productivity. This is illustrated by the analysis of 2014-15 data of 6 IMCs of VIAIP-WB7 projects. In this paper the the status-quo has been analysed by author, the opportunities and challenges for increasing labor productivity of IMCs identified. As results is the suggestion for calculation for staff number of IMCs in three economic areas until 2025.
