Abstract

Red River Basin is a transnational river basins flowing through the three countries of Vietnam, China and Laos. From 2007 to present, China has built a series of terraces of reservoirs, robust exploit water resources upstream and more new reservoirs are planned to build in the coming years. When the reservoir regulate,  their activities will affect to  flow regime downstream river  like  Da River and Thao River.

The Chinese reservoirs have initial impacts to Vietnamese regime at 2008 with Da river and 2010 with Thao river. In flood season, it causes many difficulties to flood forecast of downstream river. It leads that threats in operation reservoir, especially in extremely  flood. It is difficult to estimate release regulation of Chinese reservoirs, because there is no big flood event from 2006 until now in Da river. In dry season, there are some evident to show that the increasing  of dry flow cause by influence of upstream reservoirs.
