Mobilization of People’s Contributions to Grass Root Public Finance in Rural Areas of the Red River Delta, Vietnam

Abstract

Based on an investigation and surveys conducted in 6 communes of 3 representative districts of the Red River Delta, the research examined current status of mobilization of people’s contribution to grass root public finance in the studied areas including tax and fee payments, specialized public funds and funds of mass social mass organizations. The research pointed out that a number of payment items that people contributed to public funds ranged from 6 to 15. The number of payment items has been reduced about 2 to 3 compared with that in 2007. However, the value of people’s contribution to commune’s budget on averaged 2007-2009, downed about more than 10% in healthy communes and continued increasing in the poor communes. The share of people’s contribution to commune budget in 2009 amounted from 9.3% to 90.3%. The more developed district is the higher share of people contribution to commune budget. The share of people income contributed to public finance in total household income occupied from 0.58% to 3.15%. This proportion in the healthy communes was smaller than that in the poor commune. Although some payment items required contributed to public funds has been exempted by the central Government, the commune’s authorities in the studied areas were found still mobilizing people’s income for those funds
