LITERATURE REVIEW ON SOME POLICIES RELATED TO HEALTH HUMAN RESOURCE FOR ETHENIC MINORITY: CURRENT SITUATION AND SOME INFLUENCED FACTORS

Abstract

Object: The study is a component of project "The basic and urgent solutions for the health care of ethnic minorities in Vietnam" with two objectives as the follows: 1/ To describe some polices on human resource for health for ethnic minorities and 2/ To analysis some factors affecting the implementation of these policies in Vietnam. Methods: The research methodology is literature review on a number of policies studies on health human resources for ethnic minorities. Results: The results show that there are not many specific policies on health human resources for ethnic minorities in Vietnam. However, policies on human resources for health in Vietnam have been developed focusing on ensuring ensure ensure sufficient quantity, quality, job motivation and retention of health workers, especially in disadvantage and remote areas, including ethnic minorities. The study also conducted an analysis of a number of factors affecting policy implementation, including the content of policies, capacity of health facilities and the ability to support of local authority to implement these policies.
