Abstract

In Vietnam, the Government has conceived of the increasing climate change and has responded through policies, action schemes and strategies on climate change and green growth. Financial resources to respond to natural disasters and climate change are quite diverse, including the central budget, support program, ODA, international aid, and investment from private sector. Although the Government has applied policies, plans and programs as well as mobilized resources to adapt to climate change, financial resources merely meet about 30% of demand while the cost of climate change response in Vietnam is forecast to exceed 3-5% of GDP by 2030. Therefore, the problem is to diversify financial resources, mobilize and invest effectively with existing resources.
