SET OF INDICATORS FOR MONITORING AND EVALUATING CLIMATE CHANGE ADAPTATION ACTIVITIES

Abstract

Nowadays, increasing climate change adaptation activities have created an increasing financial need for adaptation. Therefore, it is essential to establish a monitoring and evaluation system to ensure efficiency as well as an appropriate capital allocation for the implementation of climate change adaptation actions. Indicators are developed to quantify the success/effectiveness of a climate change adaptation activity/project. They are used for two purposes: (1) to measure progress to achieve adaptation priority goals; and (2) to Assess the contribution of specific actions towards adaptation priority goals.

In order to develop an indicator set to evaluate the effectiveness of climate change adaptation activities in accordance with Viet Nam’s conditions, this study is based on reference to technical documents of the German Agency for International Cooperation (GIZ), United Nations Development Program (UNDP), Climate Investment Funds’ PPCR Monitoring and Reporting Toolkit, UNDP's Community Based Resilience Analysis (CoBRA), CARE's Participatory Monitoring, Evaluation, Reflection and Learning for Community-based Adaptation Manual (PMERL), the International Institute for Environment and Development (IIED)’s Tracking adaptation and measuring development (TAMD); studies on M&E indicators for climate change adaptation of some countries including Kenya, Morocco, the United Kingdom, France, Nepal, the Philippines, etc.

Based on the top-down approach and bottom-up approach, the study has developed a set of indicators to assess adaptation effectiveness at the national and provincial levels.
