Perfecting the financial autonomy mechanism of public nonbusiness units with revenue in Ca Mau province

Abstract

The study to complete the financial autonomy mechanism of public nonbusiness units with revenue in Ca Mau province has outlined the theoretical basis; assess the current situation of the financial autonomy mechanism in the period 2017-2021;
analyze the causes of limitations and propose 03 solutions as follows: (i) Solutions to
improve autonomy in the implementation of the mechanism for revenue sources and use of
assigned recurrent expenditures free; (ii) Solutions for inspection and control; (iii)
Solutions to improve the financial autonomy of the unit. In addition, the article also outlines
three conclusions related to the improvement of the financial autonomy mechanism of
public health care units in Ca Mau province.
