FINANCIAL AUTONOMY IN VIETNAMESE UNIVERSITIES: CURRENT SITUATION AND POLICY RECOMMENDATIONS
Abstract
The article focuses on analyzing the current state of financial autonomy in public universities in Vietnam within the context of higher education reform. Based on a comparative study of financial management models in several countries with advanced education systems, the research identifies lessons learned from these countries that could be suitably applied to domestic conditions. The findings show that strengthening financial autonomy not only enables higher education institutions to be more proactive in managing budgets and assets, but also fosters innovation and creativity in mobilizing and utilizing resources. Assessing the actual situation of university autonomy and financial autonomy in Vietnam’s public higher education institutions helps to determine the strengths and limitations of the autonomy process. From this, the study proposes several policy and institutional recommendations to enhance the effectiveness of financial autonomy in a sustainable manner, thereby contributing to improving competitiveness and promoting the international integration of Vietnam’s higher education
