Assessing factors infl uencing the process of new rural construction in Dong Thap province
Abstract
New rural construction plays an important role in socio-economic development, especially livelihood enhancements, in rural areas; therefore, determining factors affecting this construction process is necessary. The research, namely "Assessing factors affecting the process of new rural construction in Dong Thap province" was conducted to propose solutions for the process better achieving the New Rural Area indicators, leading to further constructing typically new advanced rural communes. Both secondary and primary data were used for the study, of which primary data was collected through structured questionnaire interviews with representative leaders of 119 communes and the semi-structured with representative leaders at the provincial level, 12 districts, towns, and cities in Dong Thap province. Data analysis methods were descriptive statistics and Independent Samples t-test for mean comparisons between the faster achieving commune group and the slower one; and Tobit regression model used to identify major factors affecting the achieving process of new rural commune indicators. Research results show that there is a significant difference between the two target groups in terms of the number of achieved indicators, funded amount from goverments, and indicator completion. Factors about rural infrastructure, added value in agricultural production, grassroot staffs, and rural residents’ participation affect significantly the speeding achievement of new rural construction among the faster group while only the grassroot staff significantly influenced the slower group. Therefore, proposed sulutions are priorly enhancing the role and human capacity resource at grassroot level, focally guiding the agricultural economy development, promoting residents’ participation, and utilizing local resources to speed up the process of new rural construction.
