The 21st century is increasingly regarded as the “century of seas and oceans,” in which maritime diplomacy plays a vital role in global power structures. Using historical and system-level analysis
through multiple levels of inquiry, this study finds that India’s maritime diplomacy is shaped by a combination of systemic, regional, and national factors. These include both causal and conditional
elements that influence policy formulation and effectiveness. By evaluating the extent and weight of these influences across global, regional, and national levels, the authors argue that maritime diplomacy represents a strategic response to achieving foreign policy goals. It is also a key instrument for India to gradually establish itself as a maritime power and increase its engagement - especially in the IndoPacific region and Eastern maritime affairs.
