The Building and Consolidation of the Administration System in Hanoi and Some Northern Localities in 1955-60

Abstract

After 1954, along with the building and consolidation of the central administration system, the Party and Vietnamese State quickly issued some decisions aiming to consolidate the local administration system, in order to meet with needs of new situation. The administration organs in the commune and districts levels were particularly interested. The essential contents and goals of these decisions were to strengthen and reorganize the local administration, in which uncapable, un-qualified individuals were eliminated and good cadres were promoted, thus, a real democratic and strong administrations were created that could cope with the demands of new circumstance. The cities, towns and some localities in the Northern delta are concretely assigned by the Party and State on the organization of the administrative system. The practical experiences of the establishment and consolidation of the administrations in the Northern localities in 1955-60 were very usefully for the administrative reform in Vietnam today.
