17. Some exchanges for completing the land Law provisions on district-level annual land use plan

Abstract

The district-level annual land use plan plays an important role in consolidating the efficiency of state management on land, contributing positively to promote land resources for serving purposes of socio-economic development, national defense, security and labor restructuring through land use restructuring. However, there have been some difficulties in formulating the district-level annual land use plan. For example, the quality of formulating the district-level annual land use plan has not met the requirements of socio-economic development. Additionally, the elaboration and decentralization of the management of the district-level annual land use plan have been made according to administrative units, therefore fail to ensure the inter-regional connectivity as well as fail to ensure the balance of economic growth between different regions. The article analyses these mentioned issues and makes suggestions on improving the provisions of the law concerned.
