Abstract

Evaluating the process of setting specific land prices for compensation when recovering land by the State is one of the important issues contributing to propose solutions for improving the efficiency of land price determination for compensation, to ensure that the specific land price is determined by the market land price, to ensure the benefit of the people whose land is recovered, and to promote efficiency in the management and use of land in the study area. By the data collection and processing, combined with interviews and surveys, bottlenecks in the process of determining compensation land prices were analysed, as follows: the method of land price determination for compensation is the direct comparison method instead of the surplus-based method; the democracy has not been reflected sufficiently in the process of determining the specific land prices; the role of the land recovered person has not been defined clearly in monitoring the authenticity of the land price determination for compensation; Department of Natural Resources and Environment participates in up to 5 steps out of 6 in the process of determining specific land prices; the land price consulting work of the appraisal companies is also extremlely influenced by the land price appraisal council; the coordination in land price determination between local officials and the land price determination taskforce is not well connected.
