Abstract

Dong Anh district is located in the North of Hanoi city, 15 km from the city center. In recent years, Dong Anh district has made strong socio-economic development steps, accelerated industrialization, modernization and economic restructuring towards industry and services. Accompanying the socio-economic development is the rapid increase in the demand for land use for residential purposes, production and business activities and trade, leading to many fluctuations in land prices. Research on the effects of 3 land use planning projects on residential land prices for financial management of land in Dong Anh district, Hanoi city shows that the market price difference is very high. compared with the land price specified by the State: The difference between the land price at the beginning of the approval of the Hanoi People's Committee ranges from 13.9 times to 41.0 times; The difference between the land price when the project is implemented and the end of the project is between 25.3 and 47.3 times; The price of residential land after auction is between 19.6 and 44.2 times. Factors affecting the price of residential land in Dong Anh district include: Infrastructure factors, individual factors, location factor, economical factors, social factors. The results of multivariable linear regression model analysis showed that the group of infrastructure factors had the greatest influence on residential land prices in Dong Anh district with the rate of 27.11 %; Followed by special factors, group of economic factors, group of factors of location and group of social factors with the respective contribution rate of 24.44 %, 21.68 %, 15.60 %, 13.17 %. The high land prices and unstable real estate market have many objective and subjective reasons, of which the subjective cause plays an important role in planning. Unstable, unscientific and unscientific planning will lead to many problems with land prices.
