PROVINCES AND CITIES IN THE SOUTHEAST IN BUILDING DIGITAL GOVERNMENT – THE ROLE OF THE OFFICIAL STAFFS (Case Study of Ho Chi Minh City, Binh Duong, Dong Nai)

Abstract

Digital transformation and building a digital government for integration and development are inevitable in the Fourth Industrial Revolution, when artificial intelligence and electronic clouds are no longer strangers to humanity. Vietnam is implementing the National Digital Transformation Programme to adapt to the circumstances, from the Central Government to the provinces and communities, and has seen some benefits thus far. The essay briefly summarises the results of constructing digital governments in Southeast provinces and cities using documentary sources and quantitative surveys, as well as the involvement of young official staffs - the major subjects. Importantly, in the process of engaging in the execution of developing digital government in the area, on that basis, we offer methods to promote the role of the “shock” force of professionals to the success of the National Digital Transformation Programme and building a digital government.
