Chuyển đổi số quản lý đất đai với AI: Thách thức và triển vọng tại Việt Nam
Abstract
Digital transformation in land administration plays a pivotal role in modernizing Vietnam’s resource governance system. This paper aims to identify key applications of Artificial Intelligence (AI) in land administration, providing a comprehensive analysis of the opportunities and challenges associated with its implementation. It also proposes strategic solutions and orientations to foster an effective, transparent, and sustainable digital transformation process. The research methodology combines an extensive review and synthesis of domestic and international literature with a SWOT analysis to determine potential AI applications and to identify strengths, weaknesses, opportunities, and threats in applying AI to land management in Vietnam. The findings reveal that AI has considerable potential to enhance accuracy, efficiency, and transparency in land administration; however, its adoption remains constrained by several challenges. The study develops a SWOT analytical framework tailored to Vietnam’s context and proposes feasible solutions aimed at building a modern, transparent, and sustainable land administration system.
