Abstract
Abstract: Politburo Resolution No 57-NQ/TW on breakthroughs in science and
technology, innovation, and digital transformation, together with Resolution No 59-
NQ/TW on international integration in the new context, underscore a human-centred
digital transformation and the imperative of aligning domestic governance with global
standards—both of which require institutional improvement. In the field of labour, the
rapid proliferation of automated recruitment tools is reshaping access to employment
opportunities, while simultaneously amplifying risks of gender-based discrimination.
This article examines the laws of Australia and Canada and their normative
frameworks for AI governance in recruitment. It further compares regulatory functions
and assesses the practice of substantive gender equality enforcement in Viet Nam,
thereby proposing directions for reform in the period ahead.
