Abstract
Abstract: As the world enters an era of the knowledge economy and digital
transformation, science, technology, and innovation have become key drivers of
national growth. For Viet Nam, developing science, technology, and innovation is not
only an objective requirement of industrialisation and modernisation, but also an
essential solution for escaping the middle-income trap and enhancing national
competitiveness. In practice, however, one of the most significant current barriers is
the institutional bottleneck in financial investment for science, technology, and
innovation, which prevents resources from being mobilised and used effectively,
thereby weakening innovation and growth incentives in both the public and private
sectors. This article analyses the objective needs and proposes solutions for removing
these institutional bottlenecks, contributing to growth-model renovation and to rapid,
sustainable, and prosperous national development.
