Abstract

Abstract: In the context of Viet Nam’s participation in new-generation free trade
agreements (FTAs), the effective implementation of commitments on trade and
sustainable development has become a decisive factor for ensuring deep and
sustainable international integration. These commitments are operationalised through
three principal mechanisms—cooperation, monitoring, and dispute settlement—with
multiple innovations in institutional design, transparency, stakeholder participation,
and enforcement modalities. This article analyses the features and operation of these
mechanisms and compares them with implementation practice under Viet Nam’s newgeneration FTAs. Building on the orientations reflected in Politburo Resolution No 59-
NQ/TW and Resolution No 66-NQ/TW, it proposes directions for strengthening the use
of these mechanisms so as to optimise implementation effectiveness.
