Abstract

Abstract: Inclusive business models are widely regarded as an important
instrument for advancing sustainable development, as they both ensure commercial
effectiveness and generate positive social impact by integrating poor and vulnerable
groups into value chains. Politburo Resolution No 68-NQ/TW recognises this model as
a strategic orientation for private-sector development. This article analyses the
concept and characteristics of inclusive business, clarifies its relationship to the
Sustainable Development Goals, and examines experiences from selected ASEAN
countries—Indonesia, Cambodia, and the Philippines. On that basis, it suggests that
Viet Nam should promptly complete a legal framework for inclusive business by
improving relevant legal provisions, establishing a national coordinating body,
developing inclusive finance policies, linking these measures to digital transformation,
and building a system for impact monitoring and evaluation.
