Abstract

Abstract: Adopted on 30 April 2025, Politburo Resolution No 66-NQ/TW on
renewing the work of law-making and law implementation to meet national
development requirements in a new era—aimed at fundamentally reforming legislative
drafting and enforcement—functions not only as a policy instrument but also as an
institutional and legal basis that provides strategic direction for the timely and
comprehensive domestic incorporation of international commitments. This article
analyses the context, current situation, and core content of Resolution No 66-NQ/TW,
and assesses its impact on the process of domestic incorporation for the purpose of
implementing commitments in the field of international trade. On that basis, it
advances specific recommendations to operationalise the Resolution’s stated
objectives.
