Abstract

Human value including capacity and quality from the perspective of human
resources is a decisive factor for the sustainable development of Vietnam in the period of
fierce competition among countries around the world due to the impact of human
resources. economic globalization and industrial revolution 4.0. The process of
international economic integration is inevitable and objective, bringing opportunities but
also challenges for Vietnam. The socio-economic crisis, environmental pollution, and the
decline of social morality will be the consequences of unsustainable growth and
development. The experience of many successful countries in the world shows that
sustainable development is due to the successful exploitation of human resources like Japan
