ASSESSING FACTORS THAT AFFECT THE QUALITY OF PUBLIC ADMINISTRATION SERVICES IN BINH CHANH DISTRICT, HO CHI MINH CITY

Abstract

Administrative reform in Vietnam is carried out in concerning the making of the administrative apparatus complete, effective operation, serving the people to in order to improve the quality of the law. The administrative reform objective has been implementing the Government's policy according to the criteria  of "Clear, Steady, Modern, Effective".
The highest goal of administrative reform is the sastisfaction of people when used public administrative services, the particulars of people must be correct procedures and provisions of Vietnamese law. In order to improve the quality of public administrative service through improving the satisfaction of the people and stakeholders in the performance of public administrative services, it is necessary to consider the factors that
can affect the quality of public administrative services. People’s satisfaction has to be considered as the key solutions to improve public administrative service quality. The article presents research on building factors affecting to quality of public administrative services and typical application to Binh Chanh District. Based on the findings, we also suggest solutions to improve the quality of public administrative services by improving people’s satisfaction.
