THE IMPLEMENTATION OF SOCIAL ASSISTANCE POLICY TOWARDS THE POOR IN THUONG TIN COMMUNE, HANOI

Abstract

Social assistance is created to guarantee the State as wella as provide income support and households living for the community in different forms and measures when they encounter risk, unhappiness, poverty, vulnerability or loss in life causing them inability to take care of themselves and their families at a minimum. The number of poor people (mentioned in Decree No. 136/2013/ND-CP dated October 21, 2013) living in Thuong Tin commune, Hanoi include lonely elders, single people raising children, and people living with HIV in poverty. The survey on the effectiveness of policy implementation at a "very effective" level has showed different results as follow: the rate of regular social assistance at community is 54% while the figure for offering health insurance cards to the poor is 40%, the proportion for vocational and education - training support and funeral
support is 34% and 54% respectively. Thus, it is necessary to propose solutions to improve the effectiveness of the implementating the social assistance policy which may contribute to ensure social security for the poor
