EXPLANATION IN THE SANCTIONING OF ADMINISTRATIVE VIOLATIONS AND THE LEGAL CONTENTS THAT NEED TO BE IMPROVED

Abstract

Explanation is an important right of people sanctioned for administrative violations. The explanation is of special importance to help the parties understand each other better so that they can reach consensus when they both look at the content of the sanctioning decision in a more equal and consensual context. This article presents provisions on explanation in the law on sanctioning administrative violations. Then, this article analyzes the legal inadequacies on accountability. On that basis, the author makes suggestions to improve the legal provisions on accountability.
